Saudi Arabia Opens Domestic Private Aviation Market to International Operators

The General Authority of Civil Aviation (GACA) announced on February 4, 2025, the opening of Saudi Arabia’s domestic private aviation market to international operators by removing cabotage restrictions on foreign on-demand charter flights within the Kingdom. This policy, effective May 1, 2025, allows foreign charter operators to apply for permission to operate domestic flights, following specific requirements set by GACA. This move aims to enhance competition, attract foreign investment, and provide greater flexibility in the general aviation industry, aligning with GACA’s roadmap to establish Saudi Arabia as a general aviation hub.
